I make offers to both B- and C-type women; I simply decide which one to approach based on what I’m looking for at the time.
If I want to move toward an adult relationship (intimate) quickly, I’ll approach a C-type woman. If I’d rather take my time and build things gradually, I’ll make an offer to an A-, B1-, or B2-type woman.
To be frank, any man who backs off just because she’s C-type would probably be put off simply by the fact that she does papa-katsu (compensated dating in Japan) in the first place.

There are certainly men who go for C and B2.
In that sense, B1 might be attractive to both men and women.

I’m not entirely sure I understand the situation, but if you’re choosing type C while thinking the first day should be dinner only, then it’s only natural for the man to back off. In that case, you should choose B instead.
As for which type of woman men prefer:
It’s probably best to assume that about half prefer type C, while the other half prefer type B (at this stage, that would mean types 1 and 2 combined).
