A dress or skirt is perfectly fine. I just mean that you don’t need to dress head-to-toe in designer brands or formalwear.
When making an offer, there are standard options like “formal” and “casual,” so I select “casual.” However, if the hotel restaurant has a smart-casual dress code, denim isn’t recommended.

I think everyone says to go for a casual, not-too-flashy style.
If you know which restaurant you’re going to, I’d recommend dressing appropriately for the place.

When I was told to dress casually, I went in a simple dress without any lace, paired with ankle boots.
For a first meeting at an upscale lunch, I wouldn’t choose jeans. Some restaurants may have a dress code, so why not ask where you’ll be going and look it up?
I think a dress or skirt would be the safer choice. As long as you don’t wear something like a dress you’d wear to a wedding, you should be fine. This time of year, a knitted dress could be a good option.
Enjoy your lunch!

Since everyone may mean something different by that, I think it’s best to ask them directly.
Sometimes, when I make an offer, I get replies to inquiries like that.

I’d probably go with a skirt and cardigan, paired with simple heels that aren’t too flashy.
Something midway between the casual outfit he requested and what would be appropriate for the restaurant’s price range and atmosphere.
In this case, I think “casual” probably means, “Don’t show up strangely overdressed.”
That said, it’s important to make sure you’re on the same page, so if he’s someone you’d like to keep seeing, it might be a good idea to ask, “Was my outfit okay today?”
