Seriously, layering fragrances over an existing odor takes quite a bit of skill, so I think it’s pretty difficult to pull off. If you have a foreign friend who really knows how to use perfume, you could ask them for some in-depth advice. But if you don’t have that opportunity, it’s probably safest to focus solely on eliminating the odor.
My conclusion is that P&G’s Febreze W Antibacterial + Odor Eliminating Premium, Unscented (438 yen) would be a good choice.
As a runner-up, S.T.’s concentrated toilet deodorizing spray (500 yen) also looks powerful and appealing, but it’s fairly expensive, isn’t it?

Why does it smell?
1. It could be an STI.
