Personally, I came away with nothing but a negative impression of the person asking this question.
Is getting a regular daytime job really this woman’s ultimate goal, or is that just what you think she should want?
If it isn’t her goal, then rather than being someone supporting her, it sounds like you’re forcing your own idea of where her life should go onto her.
If you genuinely feel sorry for her and want to help her get cosmetic surgery, why not simply give her an allowance of over ¥1 million upfront?
Using it as leverage over a debt, making her hold her ID while taking photos of her completely naked—I would refuse even if I were offered ¥1 million.
I’d honestly rather go abroad and be with a wealthy foreigner who could pay me.
I also felt that you had some pretty strong biases when it comes to views on work and wealthy foreigners overseas.

I’m not that woman, nor have I ever met her, so this is only speculation, but I think she would run if you simply gave her a substantial amount of money.
Why do you assume that the ultimate goal should be to get her into a regular day job? It’s meaningless if that isn’t what she wants. If she does want that and is willing to discuss it openly with you, then you could tell her that you hope she’ll eventually get there and that you want to support her. I’m not sure whether cosmetic surgery is really necessary, but she can get a regular job without having surgery.
And if you genuinely want to support her, I think you should give her the money without worrying about the risk of her disappearing or whether she’ll repay you. Taking nude photos of her as a form of control makes no sense to me. Her sense of money is already out of line with that of the general public.
After all, you’re the one who wants this. If a man thinks something is wrong, he can simply refuse.

As Taro mentioned in his answer, this brought back some nostalgic memories for me too.
About 30 years ago, I met a female college student on a message board who was about to join a domestic airline. In my case, I got cosmetic surgery through my relationship with my female partner—while we were still seeing each other. It wasn’t paid for upfront, either…
I told her from the beginning that nothing intimate would happen, but in the end, she went ahead with it anyway.
As for how I look different compared with before the surgery, I honestly can’t see any difference at all (lol).

It’s similar to how I met Ace.
