If you start using the same hotels regularly, they’ll remember your name and may even arrange an available room for you when they’re fully booked.
And if even those last-minute rooms are already taken, they can recommend another hotel, so I don’t think you’ll have to worry about being turned away everywhere.
Could it be that you’ve never used a hotel before? If so, mentioning that you’re a beginner might get you a few more sympathetic answers.
Either way, rather than thinking in such simplistic terms as “business hotel or love hotel,” I think it would be cooler to focus on how to stay at a city hotel even when it’s fully booked.
If it’s not that the city hotel is full, but simply that you want to go to a love hotel because you prefer them, then I think that’s perfectly fine too—you have your own preferences. (That said, some women really don’t like love hotels, so please keep that in mind.)
In that case, though, I feel you should at least research which love hotels have clean rooms or distinctive features.

I feel like the best option would be to reschedule for a day when you can get a reservation. But if that date is absolutely the only day that works for both of you, I think you should just ask him.
I’m pretty loud, so I don’t like business hotels. And I’d hate it even more to be walked through a love hotel district only to find out they’re all fully booked.

A nice business hotel probably isn’t ideal since it isn’t really designed for that purpose.
City hotels and love hotels are designed with that in mind, so each has its own advantages.
At a city hotel, in a typical dating situation, you can ask the woman out that day, tell her, “I’ve got a room booked,” and then simply go to the front desk, where you can usually get a key right away.
So it would be either a love hotel or a city hotel. If the city hotel is fully booked—which I don’t think usually happens—you’d end up going to a love hotel.
P.S. I completely forgot, but if a woman tells you she’s staying at a business hotel and asks you to come over, then a business hotel is still an option too.
So basically, it depends on the situation.
The only downside to a city hotel is that if the date and conversation get too enjoyable, you might forget about getting intimate and suddenly realize that a lot of time has passed… Other than that, it’s good. Since I’m usually intimate anyway, I don’t think that’s necessarily a bad thing.

Personally, I’m strictly a city-hotel person. But since that doesn’t really answer the question, if I had to choose between the two, I’d say either is fine as long as it’s clean.
I suppose it depends on the person you’re with. If you’re close and the kind of couple who wants to enjoy everything together, being taken to a love hotel might be fine too… though I’ve never been to one myself.
But if it’s your first time, or you still barely know each other—and you met through a dating club—going straight to a love hotel can feel lonely, as though you’re being told that’s the only purpose.
I think it depends on the woman. There are probably women who are fine with either a love hotel or a business hotel. Some may even say, “As long as he automatically uses a condom and gives me my allowance, I’m fine with that.” I think the relationship you have with your partner is what matters most.

I’ve never experienced a city hotel being fully booked, but I wonder if that can happen in regional cities...
Are you saying you offered to meet a C- or D-type woman, got her approval for an adult relationship (intimate) during dinner, and then found that the city hotels were all full?
I have a regular who likes APA Hotels, so I occasionally use them, but I can’t really recommend them because it’s hard to concentrate if she’s loud. On the other hand, going to a love hotel on the first day is a bit... questionable, to say the least.
So, even though nobody asked, here’s my answer: “Look for a city hotel, even if you have to pay more.”
If a love hotel is your only option, think of a way to avoid walking through the love hotel district together. For example, have her follow about 10 meters behind you, remember which hotel you entered, wander around for a few minutes, and then enter the love hotel a few minutes after you do.
Of course, do the same thing when leaving. Have the woman leave first, then exit a little later.
Being almost excessively considerate is the absolute basics of papa-katsu (compensated dating in Japan), so even if it’s a hassle, you should make sure to be fully considerate of the woman.
Personally, I feel love hotels are only okay once you’ve built up a certain level of trust. Even then, I rarely use them unless there’s a very good reason.
A woman’s mood can make a huge difference in how receptive she is, so us men just have to tough it out.
That said, there are also women who say they have no problem with love hotels, so please take my opinion as just a reference.
