Some dating apps apparently offer 1.0 as well
(and it seems some women are willing to accept that),
so she may have been active on one of those dating apps.
As I’ve written several times, if all women agreed not to accept anything below, say, 5, then no one would offer less than that.
(They’d be rejected 100% of the time.)
Solidarity among women is important, but in reality, that doesn’t seem possible.

As others have said, you won’t know unless you ask. However, I think that’s probably the amount he’s offering rather than an excuse to turn you down, so ultimately, the decision is yours.

Whether you agree to an adult relationship (intimate) for 10,000 yen is entirely up to you. You can decline or accept as you see fit, but personally, I’d turn him down with a sarcastic, “I thought that was just the transportation fee.”
