So please contact the club via LINE or another method not only when you don’t receive the transportation fee, but also when you don’t receive your allowance.

As for when to receive the allowance you asked about, it would normally be at some point during the arrangement after the meal. The basic rule is to receive it before you part ways.
If you’ve only just met and haven’t built up trust yet, it’s better to receive it at the beginning.
