That means this person is indeed an affiliate participating in our affiliate program. However, I could not determine from the Twitter account itself that this person is a scout.
By “scout,” do you mean a business that conducts street recruiting prohibited under anti-nuisance ordinances or arranges harmful work in violation of the Labor Standards Act?

Therefore, as you stated, if this person is engaging in illegal recruiting—most forms of recruiting other than street recruiting and arranging harmful work are generally legal—we should revoke their registration.
However, we have more than 2,000 registered affiliates, and once they pass the screening at registration, we are unable to investigate them unless a specific problem arises.

Is this just intended to promote your own account?
Since they conduct background checks on members for ties to organized crime, I’d expect them to screen affiliates for the same thing.
