I understand that women will be able to send likes starting on the 18th, but if a man’s profile is currently set to fully public, can women see it already? Or will it only become visible from the 18th onward?

It will become visible starting on the 18th.

However, if you send an offer, the man’s profile will be sent directly to the woman you offered it to, so it should remain visible to her as usual even before the 18th.
