Hmm… I haven’t heard of that, but I don’t think it would prevent someone from suddenly cutting off contact.

If I were to do it, it would have to be a clean, no-strings-attached arrangement where neither side complains or objects if the other suddenly stops responding or ends things.

Even if you sign a contract, I don’t think it can prevent someone from suddenly cutting off contact or ending things.
If your goal is to prevent “suddenly losing contact or being dumped,” I think things would be quite different if you simply offered a higher allowance than other people.
Some might say that these things can still happen even with a high allowance, but I feel that’s just speculation from people who have never actually offered one.
Those who say, “I offered a higher allowance, but it still didn’t work out,” may have personality issues to begin with.
I believe everyone has a breaking point where they can’t put up with things anymore, no matter how much allowance they receive.
Offering a higher allowance can only raise that breaking point, so perhaps the best solution is to change your own personality.

I don’t think almost anyone in dating clubs signs a contract. Wouldn’t that be a bit too much? Generally speaking, people in a normal relationship don’t sign written agreements either, right? I understand how upsetting it is when someone suddenly cuts off contact, but you just have to accept it and move on. Even if you’re released, isn’t one of the benefits of dating clubs that you can move on to seeing someone else?
Signing a written agreement → a promise not to break up? A penalty if you do → that’s practically marriage(笑)

The only contract I’ve ever entered into in a relationship with a woman was a dominant-submissive agreement I made years ago as part of an BDSM arrangement.
Even if you put things in writing, you’d probably include termination clauses, so I doubt it would work out exactly as intended.
Besides, if she suddenly stopped responding or the relationship ended, would you actually file a civil lawsuit over it? (lol)

I don’t know how common it is, but I’ve never heard of it from fellow questioners or papas, either.
Do you actually write in that there’s a fine for cutting off contact? That probably wouldn’t have any legal force anyway. And if they’ve already disappeared, there’s no way to collect it.
Even if you had a contract, they’d still leave if they no longer wanted to continue.
