As for “how to deal with a man who’s all talk”…
If he’s all talk everywhere, I don’t think there’s any way to change him.
A man who’s all talk will probably stay that way forever. You’re better off ending things and seeing someone else.
As for when to break things off, you could say:
“You mentioned the spa before. I’m going tomorrow, so could I get the money today? If not, I’m ending things.”
That might work.
He may just say, “I’ll give it to you tomorrow,” but since he’s all talk, I doubt you’ll actually get it.

Are you being direct and saying things like, “Please buy it for me!” or “I want money for a spa treatment”?
If all you say is, “I’d love to have this…” or “I’d like to go to a spa…,” you can’t expect him to take the hint and offer it on his own.
If he still doesn’t do anything, just accept that he’s the type who talks to himself and lives in his own fantasies. Then cut him off and move on.

To get him to actually take action, you may have to go as far as taking him to the salon and having him pay for it beforehand… It’s a hassle, though. Why not try saying, “Shall we go to the hair salon together?” I used to go to the same hair salon in Aoyama with my papa (a male supporter) for a while. It was fun.
