We set transportation expenses at ¥5,000–¥10,000. Although they’re referred to as transportation expenses, I think they’re essentially the same as the cost of the date.
If you part ways after dinner only, you simply give the woman ¥5,000–¥10,000. If subsequent dinner-only dates are set at ¥10,000, I think it would be best to give her ¥10,000 for the first meeting as well.
Some men may choose to give a little more, but that is entirely up to the man.

I think it depends on what you, the person asking, place the most importance on.
Simply put, is your priority the adult relationship, or the woman herself?
That will determine how much the allowance differs depending on whether intimacy is involved.
If your priority is the adult relationship, the allowance for intimacy will be higher, while dinner-only dates will involve less. So I think it’s best to keep dinner-only dates to around 10,000 yen or less.
If you place more importance on the woman herself than on intimacy, then whether it’s the first meeting or subsequent dates, you can give more than 10,000 yen for dinner only—even 2.3 times that, or more than you would for an adult relationship. There’s no need to increase the amount simply because intimacy is involved, or to make a significant distinction.
Also, with B-type arrangements, it can depend on whether the woman places more importance on the allowance for intimacy, or whether she would prefer not to have an adult relationship every time. That can also determine whether the dinner-only allowance matters to her.
For the former, the allowance for intimacy is the key point; for the latter, the details of the dinner date and the allowance are what matter. I think it’s important to pick up on those differences. The latter can be especially difficult to notice, so perhaps it ultimately comes down to compatibility.
In any case, I think it’s best to express during the date—and through the allowance—what genuinely makes you happy.

The ¥5,000–¥10,000 given to the woman under the Universe rules is officially called “transportation expenses,” but in reality, it also covers the cost of the date.
So if you part ways after a meal only—within roughly two hours—it’s perfectly fine under the rules to give her just ¥5,000–¥10,000.
If you plan to give ¥10,000 for dinner-only dates from the second meeting onward, I think it would be better to give ¥10,000 from the first meeting as well, so there’s no misunderstanding.
If you give ¥10,000 for transportation plus another ¥10,000 at the first meeting, she may assume that you’ll give her ¥20,000 for dinner-only dates from the second meeting onward too.
That said, some men do give ¥20,000 for dinner only. Naturally, women are happy about it, so their priority for that man is likely to increase significantly.
If your aim is to increase the chances of an adult relationship (intimate) from the second meeting onward by giving ¥20,000 or ¥30,000, then that can certainly be a good strategy.
Rather than thinking only about the money you receive in the short term, it may be better to consider what will work in the long run and what will ultimately leave you satisfied overall.
