Even now, I regularly go on dates after 8 p.m., and sometimes even later.
Sometimes it’s just going to a hotel, and sometimes it’s just going for a drive.
As for food, it depends on the day—sometimes we don’t eat, or eat at a hotel, get a drive-through, have a home-cooked meal, go to my place of business, or grab something at a supermarket or convenience store. We only skip the meal when the woman doesn’t want one.
Normally, once you meet, I think the man will ask about food.
I tend to avoid restaurants that are still open after 8 p.m. because they’re usually pretty crowded.
Also, when it’s later, there aren’t many places to go and the date is about half as long, so it works out efficiently for both sides—the woman’s allowance and the man’s time.

If you’re talking about Universe Setting, I think you should simply ask the man through the staff. You may well get a response.
It’s understandable to be concerned about whether restaurants are even open right now, especially in areas under a state of emergency.
That said, judging from the news, some places are staying open because it’s literally a matter of survival for their businesses.
I do think Japan should provide generous compensation like Germany, so businesses could receive the same amount of money even if they closed as they would have made by staying open. But I suppose that’s difficult when the country is already drowning in debt.
Even so, I don’t think the government should tell nightlife businesses to close without providing support.
“I want to ask you to close, but we don’t have the funds to help you”—that seems like the more honest official message.
