Are you saying that some women engage in papa-katsu (compensated dating in Japan) thinking of it as sex work?
I imagine there are women who don’t do papa-katsu (compensated dating in Japan) but still see it as sex work. Even if you tell people not to be prejudiced, many simply can’t help it.
There may also be women who currently work in the sex industry but, because no customers are coming to their establishments due to COVID, call what they’re doing papa-katsu (compensated dating in Japan) and effectively work independently in the same field.

For men, there are cases where they mistake it for sex work because they’re the ones making the offer and paying, and they can choose the location.
But women don’t have that kind of role, so I’m not really sure what it means for them to see it as sex work.
Do you mean women who, when a man suggests having a meal, say, “Going out to eat would just waste time, so let’s go straight to a hotel”?

Drawing the line between papa-katsu (compensated dating in Japan) and sex work is a difficult issue.
To me, the key point of papa-katsu is the relationship itself. If someone focuses only on the allowance, the length of time, and what happens in bed, rather than the relationship, I see that as being more like sex work.
I’ve nearly met a woman who seemed to view it that way. I made an offer to a Type C woman, and when a staff member contacted her to arrange the meeting, she reportedly replied along the lines of, “Four hours is too long.” The staff member asked me what I wanted to do about the offer, so I withdrew it.
