If by “dress” you mean a one-piece dress, I’d prefer something I could also wear as everyday clothing. But since everyone has different tastes in clothes, I think it’s best to ask the woman first.
I was genuinely happy when a papa once bought me ¥20,000 worth of work clothes, most of which were from Uniqlo. With Uniqlo, you don’t even need to try things on.
Some women may feel uncomfortable shopping with a man much older than them because people stare. They may feel even more self-conscious if they aren’t very close to their papa.
I think it leaves a better impression if you let her decide which store to go to, whether she actually needs clothes, whether she can buy them online, and so on—especially if you’re not that close. Best of luck.

If she doesn’t seem interested in clothes, wouldn’t a dress be a gift she wouldn’t really appreciate?
She might be happier if you bought her something she actually needs for each season. Maybe she has specific things in mind for each season or waits for the sales…
If you ask at the right time, she might even say, “That’s exactly what I wanted!”

I think it means giving women gifts they actually want. Since you’re going to give them something anyway, it’s best to choose something they’ll genuinely want to use.
