I take “better than the real thing” to mean that they were made using technology more advanced than the most cutting-edge banknote printing equipment in any country.
Naturally, if the technology were superior, they would be impossible to identify as counterfeit no matter how closely they were examined.
But it’s a mystery how Lupin recognized them as fake, and the story does contain some inconsistencies（笑）
Then again, since they were described as having once been superior, perhaps by the time Lupin saw them, they had already fallen behind the banknote-printing technology of various countries.

Activities through dating clubs are legally permitted under the relevant laws and local ordinances, so there’s no legal issue. Sure, they may be questionable ethically, but that’s still part of something the law allows. On the other hand, if someone says, “Pay me, or I’ll tell your workplace or family about what you’ve been doing,” that person is the one committing a crime.

Apparently, some people present forged identification at their interview. The fact that this is even something people talk about suggests that they do get caught.
Also, using a forged driver’s license is a crime that could easily lead to a report and arrest. It would be incredibly embarrassing to be arrested for presenting a forged driver’s license at a dating club interview, so I wouldn’t recommend trying it.
