Why are there often fewer actual answers than the number shown? Is there some kind of display issue?

I’m in my 60s and feeling a bit lost. When someone submits a new answer to a question whose existing answers are already visible in the Q&A box, the answer count is updated right away. However, the new answer itself doesn’t appear until someone with the necessary permissions approves and displays it. At least, that’s how it has worked up to now. I’ve often thought that if it’s already included in the answer count, it should be made visible sooner.
