I think that’s perfectly fine.
In my case, it’s always dinner only (no intimacy).
When I want to make an offer, I have the club contact the woman on my behalf.

I think this is probably being compared with the women’s dating types:
Women > Men
Type A > A platonic relationship
Type B > Start with a dinner date
Type C > It depends on how you both feel after meeting
Type D > Looking for a romantic relationship, while understanding that it’s through a dating club
Not exactly a comparison, but the following seems to indicate whether they want to meet short-term or long-term:

So I think your understanding is correct.
That said, some men make offers to Type B women and try to invite them somewhere from the very first day. They can be rather self-centered—or simply not care about breaking the rules.
There are people like that, so although you should technically be able to leave after dinner on the first day, it’s probably safest to assume that getting away may be more difficult than expected.
In other words, I wouldn’t rely on it too much.(笑)
