If wearing it outside isn’t possible, would it be acceptable for her to put it on inside the hotel instead? Though I assume that probably wouldn’t work either.
If she’s going to wear it outside, I feel like something that’s overly revealing might be difficult.

I imagine many women also feel uncomfortable wearing revealing clothes.
Generally speaking, if you go somewhere where everyone dresses that way, you may not feel as self-conscious since you’ll be surrounded by others dressed similarly.
I recommend taking her to a place where people gather wearing revealing outfits.
