Are you talking about street solicitation, aiseki bars, or X papa-katsu? Maybe compensated dating? Since the question is from a man in his 20s, I assume you’re referring to that scene. That amount would be pretty tough to get in a dating club. If you’re dealing with that crowd, they might run off if you pay upfront, so why not make it pay-per-meeting at 25,000 yen?

It depends on the person. Parking fees are paid the month before, but personally, if it were an allowance, I’d give it when we first meet that month.
