I’m not sure what the questioner hopes to get out of meeting men who are into papa-katsu, but if you’re interested in papa-katsu, you can sign up with Universe Lounge. Papas who are looking for papa-katsu come to the lounge, where you can talk with several of them.

You probably won’t get much attention unless you try papa-katsu (compensated dating in Japan) yourself first and come prepared with one or two stories that are guaranteed to get a laugh. Probably.

There are probably plenty of closed communities out there.
The quickest way would be to attend a party hosted by a dating club. However, some parties are designed to minimize interaction between the men.
I also know of papas (male supporters) whom people met through introductions from women.
Either way, these aren’t really things outsiders can easily access. That’s probably why everyone applies to do an interview with Universe Club and has them arrange it.
If you have no experience, I think you should consider what you can offer that person in return.
