Why not try going to a concept café, girls’ bar, or cabaret club and see if someone suggests papa-katsu (compensated dating in Japan)?
If anything, dating clubs tend to favor ordinary students and office workers—girls with black hair and a refined, innocent look.

As Kazu said, it really comes down to popularity and class.
In my case, she wasn’t so much a gyaru as a doll-like girl who wore ribbons. I was surprised—and disappointed—when we first met, but as we continued seeing each other, she turned out to be surprisingly sincere, and we ended up staying together for quite a long time.
These days, she’s changed completely from back then and has become a lovely, mature woman.

They’re there, but there aren’t that many—possibly because it isn’t very popular, or because women who still dress like gyaru at that age are in the minority.
There are a lot of women on the Gold plan, so I think you’ll find more of them there.
