On the other hand, thinking that you always have to be the one to invite a C-type partner can actually feel more pressuring.
If they’ve made plans to see you again, don’t you think it’s okay to trust them? If that turns out to be a lie, you can simply cut ties right away.

When I was new to papa-katsu (compensated dating in Japan), I also made offers to C-type women, and there were several times when I didn’t invite them to an adult relationship (intimate).
Back then, I mistakenly thought it was gentlemanly not to suggest an adult relationship on the first day.
These days, I always invite C-types. Even with B-types, if I get the feeling they want me to ask, I’ll invite them as well.
The papa (a male supporter) your partner is seeing may have only recently started papa-katsu.

If he’s a gentleman,
he may genuinely believe that things should only move forward once both people have agreed. If he didn’t see any sign that she wanted him to make a move, he may simply end the date without doing anything—just like in a genuine romantic relationship.
Men like this are extremely rare, though.
I was surprised once when a man said something like, “Wait, was I supposed to make a move?” He was almost too gentlemanly.
If the person you’re asking about is that kind of man, he may not make a move unless you give him some sort of opening.
So I don’t think what he said was merely a social courtesy. However, if you leave things as they are, he may not contact you again.
If he said he’d take you somewhere next time, you could reach out first and say things like:
“I’d like to see you again.”
or
“I’m looking forward to you taking me to ○○.”
Then tell him which days you’re available and ask, “Would you be able to meet on this day?”
That approach might work well.

I don’t specifically filter by dating type, but I’ve never made an offer to a C-type woman, so this is only speculation. Generally speaking, I feel it’s more likely that she simply wasn’t interested in me.
The club may have received complaints, but even with a B-type woman, if I’ve developed feelings for her and she seems to feel the same way—or perhaps more accurately, if I get the sense that she does—there have been cases where things progressed to an adult relationship (intimate) even on the first meeting. Sorry if that violates the rules.

From the questions I get, it seems that some Type C women don’t move things forward on the first meeting either.
It’s normal for them to invite you somewhere after dinner, but I’d suggest reaching out with modest expectations.
