Are you talking about medical laser hair removal—the kind that hurts terribly but gets it done quickly? Salon treatments are out of the question.
Even medical laser hair removal takes one to two years for perfect results, so simply paying for the treatment doesn’t mean you’ll be smooth right away.
I know because I’ve had it done. Some areas still aren’t finished no matter how many sessions you have—for example, VIO is said to require 12–13 sessions once every two months. It takes time to eliminate the hair completely, so be patient.
That said, if your skin still doesn’t feel smooth after hair removal, you may just have that type of skin, so I think you’ll have to accept it.

I’m not really sure what you’re trying to say, but she’s free to spend the money she received however she wants.
If you want her to get hair removal, it would probably be better to pay the clinic directly and tell her she can go there and get it done for free.
Complaining about how she spends money you gave her also seems pretty tacky.

If she isn’t actually using it for hair removal, you could go with her to a salon and have her sign up. If you feel that’s going too far, then stop giving her money for that purpose.
In the end, though, she can spend the money you give her on whatever she wants.
That said, if she’s just an ordinary girl, there are probably plenty who don’t get hair removal. Being completely smooth can look a little too professional. Though I guess it depends on the man she’s seeing.
