Normally, people don’t take photos of you. Taking pictures of someone else is likely to cause trouble in the first place.
That makes me wonder whether you yourself might be well-known on Instagram or somewhere similar. Is that the case?
If so, I’d suggest talking to the staff and asking them to add a note to your profile saying: “I’m a public figure and am sometimes photographed while dining, so please arrange private rooms.”
It’s also possible the men were celebrities, but if this happens to you often, I feel there may be something about you that makes people want to take your picture.

I’ve tried to think of different possibilities, but I can’t imagine what kind of situation would lead to that. It’s scary. I guess all you can do is tell your papa.
