If by “application” you mean applying to Universe, there’s no place to submit such an application. I can ask the staff if they’ve been told anything about it, but is that what you mean?
When it comes to taxes, I think the term would be “filing a tax return.” If that’s what you’re asking about, rather than worrying about whether other people are filing, I think you should make sure you file your own taxes properly.
That will probably lead you to think about how you can reduce your tax burden.
As Mac suggested, setting up a corporation could be a good option. However, considering your income, I think you could simply operate as a sole proprietor and file a blue-form tax return. (With a white-form return, there’s very little you can do to reduce your taxes, so even though it’s more work, I think the blue-form return is the better choice.)
Even with a blue-form return, I believe many expenses can be claimed as business expenses, just as they can with a corporation.

As for whether the girl receiving ¥1 million a month has told her own parents she’s doing papa-katsu (compensated dating in Japan)—she hasn’t. Not reporting it to your parents is against the law, right? ...
