If you’re in your early 50s, you may still have a chance to compete a little. I mean enjoying a dating club before you reach retirement age.
I think the papa-katsu (compensated dating in Japan) that respondent Date◎Yume-san is doing is probably the ideal kind the questioner is aiming for.
Why not ask them for guidance?
1. Have the club find someone for you
2. Limit yourself to one partner
3. Look among women in the Standard class (this is my own advice)
I don’t know whether Date◎Yume-san’s partner is in the Standard, Gold, or Platinum class, but as the class goes up, the allowance tends to rise accordingly. So I’d have the club look among women in the Standard class, where there are fewer offers.
It costs money, but I think it would be better to become a Black member and have the club assign you a dedicated representative.
My representative has helped me tremendously. They even introduced me to an ace. In return, I give the club feedback on practically everything. It’s give and take.

I think you can manage supporting one person. Don’t be stingy—treat her kindly.

I was asked to show ID when I joined, but they didn’t ask about my occupation or income. Since there’s an interview, you could possibly be rejected based on your appearance or mannerisms, but as long as you’re not doing anything outrageous—like showing up in a tracksuit or with an unkempt beard—I think you’ll be fine. If anything, I believe they’re looking to screen out people who can’t follow the rules or basic etiquette, and that’s how it should be.
That said, I think you need a certain level of financial means to participate. You might end up paying around 200,000 yen in total for the introduction fee, restaurants, hotels, and the woman’s allowance, only to find out she’s a complete nightmare. The key is whether you can simply say, “Well, it can’t be helped. On to the next one,” and move on.
If you’re thinking, “No way, that kind of thing should only cost around 10,000–90,000 yen,” then I’d recommend looking for someone in the adult entertainment industry instead. Even at upscale establishments, it’ll probably be somewhere in the 50,000–90,000 yen range. By the way, you can build a good relationship with an escort too. It’s a tough world, so they tend to be more prepared for what they’re getting into. And once you get past that barrier, I think you’ll find many of them are quite genuine. If you only want to risk losing 10,000–90,000 yen, you’d be better off making the adult entertainment industry your main arena and honing your skills.

If you’re only going to pursue papa-katsu (compensated dating in Japan) locally rather than offering to women in Tokyo, I don’t think being a local government employee will be a problem.
Tokyo has unbelievably wealthy men, so you may end up being compared with dates involving that kind of papa. But if you stay local, you can avoid getting caught up in that competition.
That said, women will quickly see through you if you’re stingy on a date, so please come prepared to spend generously.

Your occupation shouldn’t matter, so you should be able to join.
(There is a screening process.)
However, whether you can actually participate after joining is another question. You’ll need to cover the arrangement fees, the allowance for the woman, dining expenses, and so on.
If you can comfortably afford all of that, joining should be fine.
But if it seems like it might be even slightly difficult, I’d recommend not joining.
