I feel like that was a thing back during the bubble era, but even then, it seemed like only delinquent-type people did it.
I looked it up, and apparently:
“They genuinely believe they’re cool. People who are fully aware that their looks rank above average are the ones who walk around with their collars popped.”
So apparently, it’s a fashion choice for people who are overly self-conscious.

Popping your collar is a styling choice, and it can also be influenced by trends, so it’s risky to assume that “popped collar = uncool.”
For example, even checked shirts—the quintessential look of an Akihabara-style guy—can look fashionable if they’re styled well, and they may even come back into fashion.
I think it’s simply that people who don’t know how to style them properly stand out more.
If you want your papa (a male supporter) to stop doing it, just honestly tell him, “It looks better worn normally.”
Also, popping your collar can make your face look smaller, so some people stubbornly do it for that reason. If he’s that type, you might want to tell him that an open-collar shirt can have the same face-slimming effect.
By the way, I think popped collars will come back into fashion in about three years.

I don’t know anyone like that either. When I think of someone who wears their collar turned up, Renho is the only person who comes to mind.
