There are plenty of men on PATOLO who don’t make an offer after sending messages.
Of course, I think it’s a different matter when the messages are malicious—like pranks or simply asking the other person questions without any real intention. But if someone chats with you and then decides they’re not interested after all, I think it’s perfectly normal for them not to make an offer.
Based on that, it seems like:
- Chatting and then not making an offer: no problem (unless the messages themselves were malicious)
- Happening to make an offer later through Universe: no problem
That said, the detailed rules may differ, so please be careful to avoid trouble.
For example, if a woman had set her transportation allowance at ¥20,000 on PATOLO, but then lowered it to ¥10,000 because the offer was made through Universe, that might not technically violate the rules—but I think the woman would understandably feel dissatisfied.
(The reverse could happen too.)
If situations like this end up making women feel hurt, they may eventually decide that chatting on PATOLO and then making an offer through Universe is not allowed.
It’s not a matter of being allowed to do anything as long as you don’t technically break the rules. We’re dealing with people, after all, so I think it’s important to show consideration for the other person.

I checked with PATOLO, and they said:
“We ask that you refrain from doing so because our partner businesses may file complaints.”
In that case, I can’t help thinking they should simply state it in their terms of use.
You can’t really enforce something that isn’t written in the rules, and it seems unreasonable to issue warnings without any basis in the terms or other stated guidelines.
