When it comes to papa-katsu (compensated dating in Japan), I think many people use dating sites, apps, and similar services. Since men can meet women there either for free or for just a few thousand yen to around 10,000 yen a month, women with appealing profiles apparently receive an overwhelming number of messages from men—even without reaching out first—and can’t respond to them all.
Because of that, in papa-katsu overall, it seems fewer women take the initiative and contact men first.
Whether that’s good or bad, I suppose it isn’t necessarily a bad thing. However, when a woman reaches out first, she may be suspected of being an agent or business operator, which seems to make it even less likely that she’ll actually meet someone.

Since the wording of their profile is important, I think they put a lot of thought into it. In that sense, rather than contacting men directly, they may be researching what kind of profile will make men reach out to them.
