I think you should start by sending the club your review of this man. Since he’s causing you trouble, I’d definitely leave him a negative review.
After that, I think it would be best not to engage with him any further. If you communicated properly at first and then stopped replying, even if the man complains to the club and they contact you, the staff should understand once you send them screenshots of the exchange.
With a letter date, the arrangement is basically considered complete once the initial communication has taken place, so what happens after that is up to you.
Unfortunately, many people use letter dates because the setup fee is half-price, and since a lot of them are trying to save even a small amount of money, there’s a good chance the allowance will be low as well.
So I think it would be better to decline letter dates to avoid situations like this. If you don’t mind this level of back-and-forth, they can be fine, but they do end up feeling a bit more like an app—especially since there’s always a chance the man might stand you up.

Has he sent you PayPay payments or anything just for messaging on LINE? If he doesn’t make plans to meet within a week, I think you should block him.
If you’re worried this might lower your rating, why not report it to the staff?

As for the rating, it’s hard to say.
You’ll receive an email with a questionnaire five days after your letter date is confirmed, but you don’t have to respond right away.
Personally, I leave it unanswered until we actually meet, then fill it out afterward.
In other words, you can complete the questionnaire whenever you like.
For example, if you suddenly block him while he hasn’t submitted his questionnaire yet, there’s a good chance your rating could be lowered.
I think the best thing to do is contact the staff and let them know you’re having trouble.

I think your only options are to keep inviting him to meet in person without giving up, or politely turn him down so you don’t create any hard feelings.
According to some dating advice material a friend bought, it’s supposedly effective to address each reason they give for not meeting. Ask questions like, “How long is ‘a little longer’?” or “What specifically are you worried about?” and resolve each concern one by one. Apparently, it’s a pickup artist tactic.
If you’re going to cut off contact, I think it’s important to politely let him know rather than suddenly blocking him.
You could also try consulting the club. Explain the situation, saying something like, “Regarding my letter date with Mr. ○○, this is what’s happening…” That way, even if you stop contacting him, they won’t judge you solely based on the man’s negative feedback.
