In my experience, a papa (a male supporter) who isn’t interested in a monthly arrangement won’t agree to it no matter what, while someone who is willing will usually do it right away.
So I wouldn’t recommend asking directly, since he may think, “I don’t really like this girl—our expectations don’t match.”
But if you’re willing to take a chance, the quickest way might be to become very close with him first and meet frequently—once or twice a week—until he starts thinking, “It’s a hassle to give her money every time we meet. I’d rather just pay her all at once.”

Do you mean a monthly arrangement rather than a monthly salary? Either term is fine since they mean essentially the same thing, but maybe it’s because I’m a little mean—I couldn’t help wondering if you were deliberately making it sound like a job(笑)
It depends on the papa’s way of thinking, but for now, regardless of the relationship or how I’m asked, I don’t think I’d agree to a monthly arrangement unless it was something I personally wanted.
If the papa is the type of person I am, the relationship might become awkward. However, if the girl I’m closest to told me she wanted to see me more, I’d increase the number of meetings as much as I reasonably could. And if I found out she was having some kind of trouble, I might give her a somewhat larger amount all at once.
For example, if the current pay-per-meeting allowance is 50,000 yen, there might be a chance if you offered 150,000 yen for around three meetings a month—or even four, since you’d like to see her often.
That said, I still wouldn’t make it a monthly arrangement.

When you say a monthly payment, you mean you’d like to receive a fixed monthly allowance, like the person who asked the previous question, right?
I think you should give it some serious thought. As we sometimes see in questions here, with a monthly arrangement, one side often ends up feeling dissatisfied. I’m attracted to the idea too, but I honestly don’t think I have enough to offer—or enough in return—to make it worthwhile.
I think it would be best to carefully consider why you want a monthly arrangement and explain that to your papa.
Like Early said, it feels very much like a job. This is a relationship, not employment.
