Is it the Hilton Tokyo Odaiba?
The open-air spa has a beautiful night view, so it’s lovely.
If it’s the Hilton Tokyo Odaiba, I think a bikini should be fine.
Other hotels may have specific swimwear requirements, so please check their website or contact the hotel in advance.

I once went to The Busena Terrace, a luxury hotel in Okinawa, with my papa (a male supporter), and bikinis weren’t allowed there. (That may have been because the hotel has a spa, but guests were required to wear rash guards.)
Some hotels do prohibit bikinis, so if you’re unsure, I think it’s best to call the hotel directly and ask.
