I don’t know all the details, but maybe he’s the type who really doesn’t want to give you any money and just wants to enjoy a simulated romance for free?
I think a relationship with a much older married man only works because the allowance serves as a form of risk management, but perhaps he really wants to hide that aspect.
With someone like that, saying something like, “You really don’t need to give me an allowance,” might make him happy… But if he actually reduces it to zero, block and delete him.
