Assuming this was meant to be a first meeting, I found it odd that the club’s response was that they couldn’t tell him about it. If a member is put in a difficult situation, I feel the club should at least show some consideration by suggesting a possible solution. I understand they might be concerned that relaying such information could be seen as involving themselves in prostitution, but surely they could communicate it indirectly. For example, something like: “The woman contacted us to say she isn’t feeling well and may not be able to meet your expectations. She said dinner only would be fine.” I don’t think that would be a problem.
If the club won’t handle it, you’ll have no choice but to bring it up yourself. I think it would be best to mention it at the beginning of the meal. And don’t forget to add that you did consult the club about it.

In the past, while coordinating our schedules at the offer stage, I mentioned that there was a good chance I’d be on my period that day, and the staff passed that along to him. We ended up having a dinner-only date that day, and made plans for our next date while we were there.

I think you should simply explain the situation as it is.
When the meal is over and he invites you to an adult relationship (intimate), you could say something like:
“I got my period today. I consulted the club, but they told me they weren’t allowed to inform you. I’m sorry. I’d be happy to see you next week if that works for you, but would that be difficult?”
You haven’t done anything wrong.
The club has a rule that they’re not allowed to disclose this information. Staff would probably like to tell him, but it may be an internal policy based on legal advice.
If you explain the situation honestly, he may complain to the club, but you’re not at fault, so please just tell him as it is.

I’m not sure which branch handled your case, but if a woman strongly requests that something be communicated through the club, I always make sure to pass it on to the gentleman.
(Please note that the club does not keep track of women’s menstrual cycles, so even if a gentleman asks, we’re unable to provide that information. Also, some women may suddenly start their period, even if they haven’t informed the club that it overlaps with their date. We appreciate your understanding.)

Most men will accept that. If he gets angry, just quietly mark him as a person to avoid. If he’s a good man, suggesting plans for next time should help keep things from getting awkward.

I think it should be fine to meet, explain everything honestly as early as possible—what you tried to say but couldn’t, and why you couldn’t cancel—and then go on the date as planned.
If you only bring it up later and halfway through, it may be taken as you turning them down because you didn’t like them.
