Since you specifically mention Fukuoka, I assume you’re worried that there may be fewer Black-tier women outside the major metropolitan areas.
It’s true that regional areas have fewer registered members overall than the Tokyo area, so there are fewer Black-tier women as well. However, the women who are considered especially desirable are placed in the Black tier. The key question is whether you’re okay with not being able to make offers to women you’re particularly interested in.
Even in regional areas, only Black-tier men can make offers to Black-tier women, so I do think there are benefits.
That said, it’s not guaranteed that there will be any women you specifically want to approach in the Black tier, so Platinum may be sufficient.
If you can afford it, one option would be to join as Black and downgrade to Platinum from the following year if there aren’t any women you want to make offers to.
Alternatively, since Platinum members can also view Black-tier women, you could join as Platinum and upgrade to Black only if you find someone you want to approach.

Men seem to worry about that, but in reality, it varies from man to man. Being Black doesn’t necessarily mean women will ask for a higher allowance. More often, they seem to think, “I’ve received about this much before, so I might be able to get around the same amount this time.”
Of course, with a first offer and date, there’s no such information available, so it’s hard to say what amount the woman will request. However, I don’t think women generally assume that the allowance should be higher simply because the man is Black.
If you’re concerned, you can set your profile to private so women won’t know your tier.
Also, after you apply, there will always be an interview. You can find out what kinds of women are in the Black tier at that point and make your decision then.
If you feel it would look bad to spend too long browsing the profiles, you could simply choose one of the two approaches mentioned above.
