There’s probably no particular reason. The people and systems managing them are separate.
Even if they were managed by the same people, or even if Patro were the higher-class service, it’d still be lucky if Patro’s offer fees were cheaper.
And if there’s a gap and the cheaper one offers better value, that’s even luckier.
Changing the subject, I’ve recently started seeing Patro ads on Instagram. I’m hoping they’ll attract more female members.

There are certainly quite a few differences between them. As the other respondent mentioned, I suspect the reason is that their management systems are different.
Interestingly, there’s even a reversal where someone rated Platinum on the club side is Black on Patro, for example, and the offer fee is actually higher through Patro than through the club.
Another thing I’ve noticed more recently is that some women are being registered on Universe and other clubs without going through an interview, whether or not they have photos. They seem to be listed with no offer fee, but I skip all of them.
I joined the club because I want to make offers to women who have been properly interviewed and registered.
I don’t know whether Patro is doing this experimentally or as part of some strategy, so I’m not criticizing it. Some people may be happy with it since there’s no offer fee.

As others have answered, I think it’s because they’re managed separately.
In my case, I basically only use PATOLO for messaging. For women who aren’t listed exclusively on PATOLO, I make offers through the staff at Universe Club.

Why would they need to be the same in the first place?
Are you saying you would have preferred the exact same system, with the same setting fee and no chat function?
If you wanted the same system, then what would be the point of PATOLO?
Universe Club and PATOLO are completely different services. At PATOLO, some women are members without having gone through an interview, so it seems the chances of not actually meeting someone after making an offer may be higher than with Universe Club.
That’s why the setting fee is lower, making it easier for men who can’t afford Universe Club’s higher fees to use the service.
