If black-class members didn’t receive offers, there’d be no reason for the black class to exist in the first place.
The black class exists precisely because it gets offers.
I do wonder how you know you’re black class if you haven’t received any offers, though. If no offers are coming in, perhaps you’ve been placed in the black class despite not being suited for it.

That’s not true at all.
I’m based outside the major cities, but recently I made an offer to a woman in the black class.
The result?
She turned me down for an arrangement! (Tears)

Many women in the Black class seem to have high star ratings, so I assume they generally receive offers.
If someone isn’t getting any offers at all, the club would probably take steps such as moving her to a lower class.
After all, there’s no doubt that a woman has to be very high-caliber to be placed in the Black class.

Women who are suited to the Black Class can still receive plenty of offers at that level. On the other hand, some women receive very few offers if their class isn’t the right fit.
It also depends on the region. The Tokyo metropolitan area is better because there are more people, but in regional areas, the smaller membership naturally means fewer offers. That said, there are certainly women in the Black Class outside the major cities who receive plenty of offers as well.

No, there are also women in the top tier who receive offers in the five figures per month. It varies from person to person.
