If you’re going to do papa-katsu (compensated dating in Japan), you should also consider taking the pill.
Hopefully nothing happens, but condoms can break, slip off, or leak, and someone might force you into going without one. Once you regret it, it’s too late, so protect yourself first and manage the risks.

I don’t think the issue is that most men refuse to use condoms. Rather, there are so few women willing to meet without one that men often express their preference and ask whether it might be possible to do so.
As Kazu said, you should say “absolutely” rather than “if possible.”
When you say “if possible,” it can be interpreted as: “If it’s difficult, that’s okay” → “Going without a condom is okay.”
That said, I imagine you’re also worried that if you refuse, today might be the end of the relationship, even though you’d like to continue seeing him.
If you would consider going without a condom if he’s a good person or if you were in a long-term arrangement, you could tell him that, and then be specific, such as:
“I’m hoping for a long-term arrangement, so I might feel differently after we’ve met about five times. But for now, it’s absolutely not an option.”
Of course, some men may dislike being approached that way, so finding the right wording can be difficult.

With that wording, it may sound as though it would be fine as long as you didn’t get pregnant, so I think you should be careful.

From what I hear from women at Uchu Club, it seems that many older men want to go without protection, including those hoping they might get lucky. I’m firmly in favor of using condoms, but when I’m told, “It’s okay without one,” my resolve wavers.
As Kazu-san says, “if possible” isn’t enough. Make it an absolute condition—both because of pregnancy and sexually transmitted infections.
Even if they offer you more money, turn them down firmly.

I think it’s fairly common for a papa who offers a high allowance to ask for sex without a condom.
The other respondents seem pretty evenly split on this.
Since I’m seeing multiple people, I take the risk of spreading an STI into account, so I haven’t had sex without a condom since joining this club.

It varies from person to person and depends on the partner. It’s not really a question of whether it’s a lot or a little.
If you want him to use a condom, I think it’s better to state your wishes clearly: “Please use a condom,” rather than softening it with “if possible” or something similar.
Also, you may encounter a pushy man, and accidents can happen, so I think it would be better to take the pill if you can.
