There have been cases where women involved in papa-katsu (compensated dating in Japan) were disciplined because repeatedly receiving money was considered outside employment. It doesn’t really apply to men, though.
There’s absolutely nothing wrong with a civil servant registering with Universe. That said, at least at first, I think it’s better not to tell the women. You never know what might happen, so it’s best to be cautious.
For women, if it’s considered outside employment, disciplinary action isn’t the only concern—the tax office will probably investigate afterward as well. With additional taxes being imposed, it’s like adding insult to injury. So in that sense, women in particular are better off keeping their civil-servant status private. And yet you often see profiles casually listing their occupation as “civil servant.”
I’m just a regular member with no authority, but I’d say probably not. Not because you’re a civil servant, though—it’s because you’re over 40 and asking questions that make it look like your brains are leaking out.
Universe Club isn’t a profession, so it doesn’t fall under the ban on side jobs for civil servants. You won’t be punished simply for registering.
That said, I think it’s worth considering the potential risks. For example, I heard that the PTA caused a lot of trouble over the SNS platform “Himabu,” which was popular a while back. I believe it was just a social media app, but parents were apparently still concerned about its negative influence on their children.
In other words, if you’re a schoolteacher who has frequent contact with children, registering itself wouldn’t violate any laws, but you could still face disadvantages if complaints were made by the children’s parents.
For civil servants in other positions, the risks seem fairly low in principle.
Incidentally, some civil servants have registered and used the service without any problems, although they may not have listed themselves as civil servants. So as long as your job doesn’t involve working with children, I think you should generally be fine.
Still, you never know where risks might arise, so some degree of risk management is necessary no matter how safe the situation seems.

I’ve never heard of a man refusing to meet a woman simply because she’s a civil servant. Even if someone did, that would be an issue with that individual—otherwise, people could just as easily say they don’t want to meet office workers.
So it shouldn’t be a disadvantage.
You should never lie when registering, but civil servants are still working professionals, so I think it would be okay to register your occupation as “office worker.” You can list your job using a reasonably broad category, so saying “I work in an office” during the interview should be fine.
That said, they may ask questions like, “An office worker? What kind of workplace do you work in?” In that case, answers such as “I’m just a regular office worker” or “I do desk work” might be enough.

As long as you can behave reasonably and comfortably afford about the going rate, your occupation doesn’t really matter.
If you say you’re a civil servant and then reveal that you’re actually a police officer, she might be a little put off. If you’re a firefighter or a member of the Self-Defense Forces, you might attract women who like lean, muscular guys by putting it in your profile. But if you plan to make your own offers, women who are into that type will definitely be able to tell when they meet you, so there’s no need to mention it. lol
