You could try asking, “I’d like to go to a pool on our first date. Would that be okay?” But if it’s your first meeting, you’ll probably be turned down most of the time.
Is having dinner and then taking a regular bath together at a hotel really that unpleasant? It’s kind of strange.
That said, some people don’t like bathing together either, so I think you should make offers a few times until you find someone who’s okay with it.

What would you even do at a pool at this time of year? Admire the swimsuits?
If you’re a member of a hotel fitness club, you can sometimes bring someone in as a guest, but it’s mostly regulars, so she’d probably attract a ton of attention.
Some love hotels have rooms with small pools, but that’s different from what you mean, right?
Finding a suitable pool sounds harder than getting a girl to go along.
I’m not sure what you mean by having the staff guide her, but some girls do occasionally post swimsuit photos. You might get a good reaction by saying, “I couldn’t take my eyes off your swimsuit photos. I’d love to go to a pool with you and see you in person!” But if she hasn’t posted swimsuit photos, bringing up a pool out of nowhere would make you sound like a pervert.
For girls who haven’t posted swimsuit photos, some Xiv or Baycourt Club locations have pools open year-round. You could make that the date location and, while having tea or a meal, say, “There’s a beautiful pool here. Want to go in? I go to a gym pool once a week, and I’ve taken girls there a couple of times. Neither of them actually swam; they just walked in the pool. Women generally don’t like getting their hair wet.

Ah, but if it’s after dinner, she might turn you down because her stomach will be sticking out—so maybe it’s actually 0%.
By the way, this summer I dressed two girls in these swimsuits and had fun taking photos of them by the beach. I also had sex with one of them behind some rocks.

They’re open-crotch swimsuits, so everything is fully visible, but since the upper body is well covered, they look sexy without being obvious from a distance. If someone comes along, you can quickly wrap something around your waist. I recommend them if that’s your kind of thing.

I’m not sure why you would need to steer the staff, but at Universe Club, the first step is supposed to be having a meal together.
So you could choose a hotel with a night pool and have a dinner date at its restaurant. Since anything after the dinner date is considered free romance, you might be able to invite her to the pool afterward and go there on the first meeting, depending on how you ask.
If what you mean is, “I’ll probably be turned down if I ask directly, so could the staff do something about it?” then, as a Black-class member, I’d suggest making offers to around ten Black-class women without being too selective.
If you make offers to ten women in one month and don’t receive a single bad review, the staff will probably start seeing you as a good guy.
Then you could ask something like, “I’d like to invite her to the pool after our first dinner. Could you find out whether she might be open to going?”
Normally, staff don’t ask about free-romance arrangements. But since it’s coming from such a good man, they might think, “Perhaps the woman would receive a substantial additional allowance just for going to the pool and would appreciate being invited by him.” In that case, they might actually ask her first and then arrange the meeting.
On the other hand, if a man says, “I’m Black-class, so obviously you should be able to ask whether she’ll go to the pool, right?” the response will simply be, “It’s against the rules, so no.”
It should go without saying, but the staff are human too.
That said, I don’t think you necessarily have to insist on going the first time. Some women might agree from the second meeting onward. If you’re being turned down, it may be more about the way you’re inviting them.
