I re-registered, and some of the men who favorited me may have also done so when I registered again in the past. Does it show everyone who favorited me before, or only those who favorited me after this latest registration?

I think the people who had previously added her to their favorites were still there as well. Since it was a re-registration, I feel they should have simply registered her as a new member. Apparently, it’s because if a man accidentally sends an offer to a woman he had contacted before, she might tell him to send it again. Personally, I don’t think Universe needs to take that much blame for something that’s ultimately the man’s responsibility, but perhaps that kind of consideration is necessary. Unfortunately, though, the consequences fall on the women. Even though they’ve re-registered, it makes them look as if they’ve been there from the beginning.

If a woman withdraws from the service or temporarily suspends her account, her profile will disappear from your favorites. If she registers again later, her profile will reappear in your favorites. In other words, you should assume that some men who had favorited her before may still be there when she reregisters.

A woman a man has added to his favorites may remain there even if she repeatedly suspends and reactivates her account. I’ve had a woman disappear from my favorites list, only to reappear there later with a “re-registered” notice. That said, this was quite a while ago, and the member site’s features may have changed since then, so I’d recommend asking the staff. It’s me.
