Is there really such a thing as a special rate?! I had no idea!

I’m not quite sure what the question means.
Are they asking how much the setting fee would be if you made an offer to a woman on a special rate through a letter date?
By “women on a special rate,” I mean women whose setting fee is, for example, ¥40,000 even on the Gold plan.
With a letter date, you can arrange a meeting for half that amount—¥20,000. I’m not sure whether that answers the question, though…
