With that kind of pattern, I can’t help but feel that she may not be all that interested in me…

I usually take the initiative and invite them myself, like, “Are you free on [date]?”
Since I suggest specific dates, I don’t really worry if their schedule doesn’t work out. But if they don’t reply, I assume they’re trying to fade out, so I won’t contact them again after that.
Though it’s pretty rare for men to fade out.

I was raised to believe that women shouldn’t be the ones to make the first move, so I think I’d feel uncomfortable unless the man took the lead (crying).

If it were me, I’d get fed up and cut things off. I’d probably take the lack of invitations to mean he wasn’t that interested in me.
If he really likes a girl, I think he’d keep in touch and make plans to see her so he doesn’t lose her.
If you’re the type who won’t initiate unless the woman invites you first, it would be helpful to say that upfront. Then she could reach out whenever she actually wants to see you.
