Annual income doesn’t matter.
What matters is how much he can give his PJ as an allowance. I’d consider a papa earning ¥10 million a year who gives an allowance of ¥60,000 more gentlemanly than a papa earning ¥100 million who only gives ¥50,000.

I think he’s probably sane.
He may have a lot of assets, be looking for someone he only meets once a month, or be part of a dual-income household with nearly ¥10 million in annual income at his disposal.
Since we don’t know his circumstances, I don’t think we can judge from that alone whether he’s being unreasonable.
Also, judging by the way you describe yourself, there may be people who are fine with an allowance of ¥30,000, so perhaps supply and demand can work out after all.
