That seems like a somewhat extreme way of thinking about it—like saying, “I don’t want to go out because I might catch the flu.”
The other person would have to have an STI in the first place, so while it’s not impossible, if you don’t want to take the risk, then I suppose that’s your choice.
But intimacy itself carries risks too, so by that logic, it seems like doing nothing at all would be the safest option.

Since it’s something that should only happen with mutual consent, anyone who continues after you’ve refused could potentially be charged with indecent assault or rape.
So if you make it clear beforehand that it’s off-limits, I don’t think they’ll do it.

Did cunnilingus really cause the STI?
It’s extremely rare to contract an STI from cunnilingus alone. It’s more likely that a combination of factors, including cunnilingus, led to the infection.
Unless you stop all mucous membrane contact, you can still get an STI.
You can even get herpes from kissing, right?

Wouldn’t it be fine to simply say no? There are plenty of people who don’t want their breasts licked.
Some people get wet just from kissing, and in those cases, I don’t lick them. In a way, I only do it when they aren’t getting wet. I suppose it depends on the person, though.
If you don’t get wet easily but don’t want to be licked, your only option is to apply some lotion beforehand. But then it starts to feel a bit like Tobita Shinchi. Still, when it comes to preventing STIs, I do think Tobita Shinchi’s system is pretty well designed.
