When a man truly likes someone, he’ll try to see her even if he only has a little free time. Or, if he doesn’t want to let her go, he may send her money. The fact that he’s doing neither unfortunately suggests that he doesn’t feel that strongly about you.
If you negotiate by asking, “What about my allowance while we can’t meet?” you may end up giving your papa (a male supporter) the excuse to think, “So she really is all about the money. Let’s end this.” I wouldn’t recommend it.
So lower your expectations, don’t say anything, and start looking for your next papa.

I don’t negotiate my allowance. I just tell him that I miss him when we can’t meet.

I’ve never had a situation where I couldn’t make even a little time once a month. The shortest meeting I’ve had was just 20–30 minutes over tea, and I still gave her the allowance for an adult relationship (intimate).
In my case, once I’ve been seeing someone for a while and we reach a certain level of trust, I start to dislike changing the allowance depending on whether we have an adult relationship or not. So the allowance is the same whether it’s just tea or dinner only (no intimacy).
It’s usually around 10 per pay-per-meeting arrangement, though.
Even if you call it a promise, it isn’t a contract, so I think what matters is how important it is to you and whether you actually want to see her.
