From what I found, they seem to be limited to businesses.
I often send Amazon gift cards to my monthly partners, but if PayPay Gifts can be used by individuals too, I’d like to know how.

Recently, if you have someone’s LINE contact, you can send them money through PayPay. Cash is still best.
You can also use LINE Pay at stores that accept PayPay, but PayPay is probably the easiest to use. I sometimes send Amazon gift cards too—they’re almost as good as cash.

With PayPay, Mercari’s Merpay, and similar payment apps, it’s easy to send money between individuals.
Recently, ticket scams using PayPay have become widespread. Someone claims, “I’m selling a ticket to a Johnny’s concert!” and says, “Please send the money to my PayPay account.” You transfer the money, and then they disappear. Since the other person’s account isn’t linked to their personal information, it can also be difficult to track down the culprit.
It’s extremely convenient, so just be careful not to send money to the wrong recipient.

Would LINE work?
You can send money directly between individuals via LINE, and it looks like the recipient can withdraw it as cash.
Update: I looked it up, and apparently PayPay also allows person-to-person transfers.
